Why pre-approval exists in the first place.
The Pakenham growth corridor has gone from a few hundred rooftop solar systems a decade ago to tens of thousands today, and the low-voltage feeders that run down each street were never sized for that much backwards-flowing energy. On a sunny Saturday afternoon in October, every estate from Cardinia Lakes to Lakeside to Officer is pushing kilowatts out onto the grid simultaneously, and the network voltage rises as a result. Above 253V the inverters start tripping off, exports drop, and customer complaints arrive. That's the problem the pre-approval system exists to manage.
The Victorian Distribution Code requires the network operator - United Energy for most of Pakenham, with AusNet on the eastern edge - to assess every new embedded generator and either approve it outright, approve it with an export limit, or in rare cases refuse it until the feeder is upgraded. Above 5kW inverter capacity the assessment is mandatory. Below 5kW, a streamlined notification works.
What we lodge and when.
On the day you sign the quote, we lodge an Embedded Generation Connection Application with the network. It captures your NMI (your meter's unique identifier - it's on the top of every electricity bill), the property address, the proposed inverter make and model with its AS/NZS 4777.2 listing number, the total PV array size in kW DC, whether a battery is part of the system, and the service phase configuration. A Sungrow SH10RT or a Fronius Primo GEN24 quote tells the network exactly what they're connecting to.
Lead time and the export limit you'll likely get.
Standard processing is 5-10 business days for a typical single-phase residential application, stretching to 15 business days if the engineering team flag a voltage-rise concern on your feeder. Three-phase commercial assessments can take 20-30 business days. We don't lock in installers until the approval lands - too many people get burned by booking a roofer for next Tuesday and finding out the network needs another fortnight.
The connection offer that comes back almost always includes an export limit. On Pakenham residential single-phase the typical answer is 5kW per phase, regardless of how many panels you've installed. On three-phase services in the same suburb we routinely see 10-15kW approved. That's not the network being mean - it's a literal calculation of how much your street's transformer can absorb on a sunny November Sunday with every house generating at once.
The export limit gets programmed into the inverter via a CT-clamp export limiter we install on the mains tails inside the meter box. The clamp reads the real-time net flow at the connection point and tells the inverter to curtail (throttle back) production to stay under the agreed limit. For a system with a battery, exports get curtailed last - the battery charges first, then the house runs from PV, then exports are throttled.
A worked example from Cardinia Lakes.
A recent install: family on a single-phase service, 10.56kW of panels (24 x 440W), paired with a Sungrow SH10RT hybrid inverter and a 13kWh BYD HVS battery. We lodged the application with a 10kW inverter capacity, asking for a 5kW export limit. Approval came back in 8 business days at the standard 5kW export. On installation day, the inverter was commissioned with the CT clamp limiter set to 5kW. On peak production days the system now generates 9-10kW, runs the house (~2kW), charges the battery (~3kW), and exports the remaining ~5kW - the limit. Nothing is wasted; the battery catches the surplus that used to be exported.
The AS/NZS 4777 commissioning sign-off.
On install day, the system gets commissioned to AS/NZS 4777.2:2020. The standard sets the rules for any grid-connect inverter sold in Australia and is non-negotiable. We test and document:
- Anti-islanding - we drop the mains breaker; the inverter must shut down within 2 seconds and remain off until the grid is stable.
- Voltage and frequency ride-through - the inverter is configured to Australia Region A settings (volt-watt, volt-var, frequency response curves) which were updated in the 2020 version of the standard.
- Export-limit verification - we step PV output above the 5kW limit and confirm the CT clamp throttles correctly within seconds.
- Earth-loop impedance and polarity - the AC tie-in is tested for safe earth fault clearing.
- Firmware version - inverter firmware must be on the latest CEC-approved version; we update on-site if needed.
At the end of the day you receive a Certificate of Electrical Safety (CES) signed by the A-grade electrician, an AS/NZS 4777 commissioning certificate signed by the CEC-accredited designer/installer, the inverter setup report (PDF from the commissioning app), photos of the array, the inverter and the meter board, and the STC paperwork for your federal rebate. Copies go to the network and to your retailer to switch the meter into feed-in mode.
